Six Academic Degrees from Five Institutions, IIT Delhi, Princeton, and Beyond
Dr. Subodh Agarwal holds six formal academic degrees earned continuously across more than twenty-five years of active civil service: a B.Tech in Civil Engineering from IIT Delhi (1987); a PG Diploma in Systems and Management from IIT Delhi (1988); an MA in Economics from the University of Rajasthan (1999); a Master in Public Policy from Princeton University, USA (2008); an LLB from CCS University, Meerut (2011); and a Ph.D. in Economics from the University of Rajasthan (2011). This combination of engineering, management, economics, law, public policy, and doctoral research makes him one of the most comprehensively educated senior IAS officers in India.
Doubled Rajasthan's Government Medical Colleges, 6 to 13, and Established the State Cancer Institute
As Principal Secretary of Medical Education, Dr. Agarwal was instrumental in the expansion of Rajasthan's government medical college network from six to thirteen institutions, an increase of more than one hundred percent, along with the establishment of a State Cancer Institute, creating specialised oncology care capacity previously unavailable to Rajasthan's patients. These achievements directly addressed the chronic shortage of medical professionals that had long constrained healthcare access across one of India's largest states.
Food Fortification Champion Early Adopter, Princeton MPP, Historic Mining Auction Revenue
Dr. Agarwal led Rajasthan's pioneering food fortification programme, fortifying wheat flour, edible oils, and double fortified salt with essential micronutrients through the public distribution system, earning Rajasthan the national recognition as a Food Fortification Champion Early Adopter. As ACS for Mines and Petroleum, he conducted the highest number of successful mining lease auctions in departmental history. He completed his Master in Public Policy at Princeton University in 2008 on study leave from his IAS career, a level of global academic achievement virtually unique in the Rajasthan IAS cadre.
